Famous bluehost message : Error establishing a database connection

Most of the times bluehost server seem to get down. I have no idea why it is always down. I wish them to settle the problem immediately, it is unaccepatble to get this kind of services for the payment. I have no idea why the server always down. I recomended my friend to this hosting service but it is always down..
